Should OPA-Java / OPA-cf be re-written in Svelte/JS?

Description

IF we use OPA, there's some rationale for just refining OPA-Java. But it might be optimal (by far) to rewrite it in Svelte/JS. What are your thoughts?

as we had discussed, we should spin this discussion off into identifying the purpose of such software.

As I recall, this is to serve the needs of participants in the network; e.g. how the proposals are managed and prioritized.
You had asked how HC interacts with the industry (it's basically modelled after the FDA).
