Description

Currently I am working on a rule template issued by the International Chamber of Commerce, but I'm unable to select "All" or "Any". I'd like these two be at the top of the list, ahead of Afghanistan.

This should be fixed.

Please note that the site displays the alpha_2 code, which each country has besides ALL or ANY. Therefore i gave ALL the code ALL and ANY the code ANY
