Export missing the "Criticality" data when it is he default

Description

If I leave the default criticality as "Experimental" then when I export to JSON, it fails to carry the "Experimental" selection to the JSON.

 "version": "0.1.0",
            "criticality": "",
            "url": "https://www.finra.org/rules-guidance/rulebooks/finra-rules/5110",

But if I select "In Effect" and THEN I select "Experimental" then it carryies this Experimental term to the JSON

  "version": "0.1.0",
            "criticality": "experimental",
            "url": "https://www.finra.org/rules-guidance/rulebooks/finra-rules/5110",
