This paper was prepared under contract to the World Bank at the request of Ian Johnson, founding Administrator of the Global Environment Facility (GEF) as a collaborative initiative of the World Bank, United Nations Development Program, and the United Nations Environment Program. The GEF began in 1992 as a $1B fund for projects that could achieve the reduction of greenhouse gas emissions, the protection of biodiversity, the protection of international waters and the reduction in ozone layer depletion.
